The oldest Ultra-group in Belgium is Ultras Inferno from Standard Liège, 1996. This is a good group, arround 200 members at the moment. Quite good vocal support, very good tifosi, some great actions. No riot-squad..., only atmoshpere.
You have also an other ultra-group at Standard, named Public Hystorique, in my eyes this group is a discrace. Their banner was stolen and they didn't stop. Shame!
Genk
Second oldest group of belgium, called Ultras Genk NK or just Ultras 21-7, 1997. In the beginning, the first 5 years, this group was the most active group in belgium according the athorities. Always riots, often with cops. Cause there were ultras, the hooligangroups (Casuals) of belgium at the beginning didn't take them very serious, also because these men had an other mentality. More the "italian-and balkan"-style. So often they fought with weapons like hammers and stuff. But they had a good name, fought against hooligans standard, stvv, lommel, gba, brugge, lokeren, anderlecht,... so very active and had a good name. Espiacially when they attacked BCS Anderlecht in Anderlechtstadium and knocked them away a few times (this was great cause BCS wass and still is boss in Belgium cause there high numbers). After those succesful years (group reached 300 members), many members got banded for some years. The new garde is good, but not with many. Belgium is small country, cops know everybody, surely the realy mad ones, so it is difficult now to do much. At this moment, the group is at Belgian games with +- 50 men, at derby's and rival matches with +-100, european matches +100.
The second group at Genk is Drughi Genk. Small but good group. Arround 20-30 active members. Group founded at 2002 by an casual of Genk. Very good relation with Ultras NK 21-7 Genk.
Thirt group is Geneche 07, a young group founded at 2007. 20-25 members. There is future in them!
Charleroi
Storm Ultras, good group, arround 150 members. Also nice history, some nice riots also. Nice group, correct mentality!
No riot-squad..., only atmoshpere. That is changed my friend, they have a small group of violent ultras, HOOLSTRAs. Cosa crew!!!!!

The ultras scene is coming up in Belgium, but there are also some casuals groups in Belgium.
I can only tell about my team. Royal Antwerp Football Club.
Named; Antwerp Casual Crew. But this name isn't used most of the time.

Well, the casual scene isn't alive in Belgium, but there are still a quite amount of hooligans around, which leads to (un)organised fights at parking lots and such or at the stadium. In the 80's and 90's, the hooligan scene in Belgium was much bigger. The 2 biggest groups in Belgium are BCF and BCS: BCF = Bruges Casual Firm (FC Bruges) BCS = Brussels Casual Service (RSC Anderlecht)
